Background In 1967, Virginia Wildlife Clubs (a subsidiary of U.S. Land) began to develop Lake of the Woods. Subsequently, Boise Cascade Corporation bought and finished the project. From the beginning, Lake of the Woods was envisioned to be a leisure, second-home development for people with permanent residences in the Washington D.C., Baltimore, and Charlottesville. The property owner's association, Lake of the Woods Association, Inc., (LOWA) took over ownership and control in 1972. Today, LOW is a community of both permanent residents and "weekenders". The LOW community covers approximately 2,600 acres with 4,262 lots (805 have lake frontage), two lakes, 40 miles of hard surface roadways, amenities, and common grounds.
